NOTICE IS HEREBY GIVEN by the Board of Trustees (the “Board”) of Elementary School District No. 2 (Stevensville), Ravalli County, Montana (the “Elementary District”), that a special election of the registered voters of the Elementary District will be held by mail ballot election on May 7, 2019 for the purpose of voting on the question of whether the Board may sell and issue general obligation school building bonds of the Elementary District in one or more series in the aggregate principal amount of up to Six Million Three Hundred Sixty-Nine Thousand and No/100 Dollars ($6,369,000) to pay the costs of designing, constructing, remodeling, equipping, and furnishing improvements to the Elementary District facilities to accommodate growth, address safety concerns, and comply with Americans with Disabilities Act requirements, to include adding new and upgrading existing classrooms; reconfiguring the school grounds to improve student safety, including relocating the student playground, parent drop-off and bus drop-off locations; consolidating building access and administration space for the safety and security of the students; replacing aging infrastructure, including upgrading heating and electrical systems and window replacements; installing drainage improvements around the building to protect the structural integrity of the building foundation; and related improvements and costs (the “Elementary Project”); paying a portion of the costs of the following improvements (collectively, the “Shared-Cost Improvements”): (i) replacing aging infrastructure in or serving the high school gymnasium, including improving restroom facilities, making energy efficiency improvements and correcting roof drainage; (ii) remodeling existing satellite buildings for educational and activity related space; (iii) removing an unsound building and relocating maintenance space to the existing bus barn; and (iv) acquiring approximately 8.50 acres of land at 800 Phillips Street and improvements thereon located contiguous to the school property; and paying costs associated with the sale and issuance of the bonds. Each series of the bonds shall bear interest at a rate or rates to be determined at the time of sale and be payable semiannually during a term of not more than twenty (20) years.
If the above proposition passes and the Stevensville High School District bonds, authorization for which is sought simultaneously herewith, do not pass, the Board will be authorized to issue the Elementary District bonds to pay one or more of the Shared-Cost Improvements that can be finished to completion with the proceeds of the Elementary District bonds remaining after paying costs of or related to the Elementary Project and with funds of the Stevensville High School District, if available.
The election will be conducted solely by mail ballot. Ballots will be mailed to all eligible qualified electors in the Elementary District on April 18, 2019, and must be returned by each voter, to the Ravalli County Election Administrator’s Office by mail or in person to the Ravalli County Election Administrator, Ravalli County, 215 S 4th St, Suite C, Hamilton, Montana 59840, during regular business hours (9:00 a.m. to 5:00 p.m.), weekdays (exclusive of holidays), April 19, 2019 through May 6, 2019, or between the hours of 7:00 a.m. and 8:00 p.m. on Election Day, May 7, 2019.
On Election Day, May 7, 2019, the only places for deposit of voted ballots will be the office of the Ravalli County Election Administrator, Ravalli County Courthouse, 215 S 4th St, Suite C, Hamilton, Montana, which will be open from 7:00 a.m. to 8:00 p.m., and at the Stevensville Elementary Gymnasium on Phillips Street in Stevensville, Montana, which will be open from 7:00 a.m. to 8:00 p.m., and all ballots must be in either the office of the County Election Administrator or the Elementary Gymnasium by 8:00 p.m. on that day in order to be counted. All ballots will be tallied in the election room of the Ravalli County Election Administrator located in the Courthouse at 205 Bedford Street, in Hamilton, on May 7, 2019 in accordance with Montana law with the preliminary results, if known, expected to be released after 8:00 p.m. on that day.
A qualified voter who will be absent from the Elementary District during the time the election is being conducted may:
(a) vote in person in the office of the Ravalli County Election Administrator as soon as the ballots are available and until noon on April 17, 2019; or
(b) make a written request prior to noon on April 17, 2019, signed by the applicant and addressed to the office of the Ravalli County Election Administrator, that the ballot be mailed to an address other than that which appears on the registration records. All ballots to be mailed will be mailed on April 18, 2019.
An elector may obtain a replacement ballot if his ballot is destroyed, spoiled, lost, or not received by the elector by personally appearing at the office of the Ravalli County Election Administrator and by:
(a) signing an affidavit form stating the reason for the request for replacement; and
(b) if the reason given for replacement is “spoiled ballot,” by returning the spoiled ballot to the office of the Ravalli County Election Administrator.
Ballots may be returned in person at the place of deposit listed above, or returned by mail. If returning by mail, please use the then-prevailing first-class-postage price or one Forever Stamp. Postmark date does not apply; ballots returned by mail must be received by the 8:00 p.m. Election Day deadline to be counted.
Please note, all electors, as defined in MCA 20-20-301, are those who reside within the Elementary District and are registered to vote by the close of registration on April 8, 2019.
For electors who miss the close of registration deadline, late registration is available through the office of the County Election Administrator from April 9, 2019 until noon on May 7, 2019, and will resume on Election Day, May 7, 2019, from 7:00 a.m. until 8:00 p.m.
